About Us

Every Child Matters was founded in 2017 by Jacqueline D. Baxley, a licensed professional counselor with more than 15 years of experience in the industry. Since the establishment of our facility, we have serviced hundreds of children and families throughout the state of New Jersey providing therapeutic services in their homes and communities. We are capable of offering a broad scope of mental health counseling services on an outpatient and in-home basis to children five years of age and up, adolescents, adults, families, and couples. Our services are designed to meet the needs of individuals and families from diverse backgrounds who may benefit from outpatient or in-home assessment and treatment. We diagnose and treat a variety of social, emotional, and behavioral challenges including but not limited to depression, substance abuse, anxiety, attention deficits, oppositional defiance, and anger management.


Our outpatient office is located in Elizabeth, NJ (Union County) and our intensive in-community program services the following counties: Essex, Hudson, Hunterdon, Middlesex, Monmouth, Morris, Ocean, Passaic, Somerset, Union, & Warren.

Jacqueline Baxley, MS, LPC, ACS

Executive Director

Jacqueline Baxley is the Executive Director of Every Child Matters. She founded Every Child Matters after dedicating 15+ years of service and passion to children and families across the state of New Jersey and beyond. Jacqueline has held positions of Program Director of Hudson & Union Counties at the Mental Health Association in NJ, Inc., Clinical Director over an Aging Out Youth Program at Advance Housing, Inc., Intensive In-Home Therapist and holds the credentials of being an Approved Clinical Supervisor (ACS) as well as being a Certified Biopsychosocial (BPS) Strength and Needs Assessor.


She has been a Licensed Professional Counselor since 2010. She currently provides clinical supervision to LPC's and masters level interns and has been trained in the Nurtured Heart Approach. Jacqueline graduated with a Bachelor of Arts in Psychology from the University of South Carolina in 2002 and a Masters in Professional Counseling from Monmouth University in 2006. Jacqueline has a passion for helping others and giving back through service to youth and families in the community. In her spare time she loves to travel and spend time with her family.

“What mother would ever think that the child she’s carried would ever need a behaviorist? You hear of individuals who need mental health services but never did I expect it to be us. After the first call from school, I was shocked to hear that my child was having more than temper-tantrums but was also destructive. These things did not happen at home which is why I was so confused. The calls kept coming and I didn’t know what to do. Finally, I was advised to seek help through an organization in my area. On one occasion we were placed with Jacqueline Baxley and she was a godsend. She was always prompt for our in-home visits and I do not recall any cancellations. Miss Baxley is true blue.
